Funding Request Documents

Applicants apply for a country allocation by completing and submitting a funding request. Different Funding request application packages have been developed which are tailored to the needs of different portfolios with different forms, required documents, and review criteria.

Applicants are encouraged to refer to the Review Criteria of the Technical Review Paneldownload in English | Español | Français ] (TRP) while developing their funding requests, to learn more about what the TRP will be looking for during their review. 

An example Full Review funding request will be available to support applicants in developing their funding requests to the Global Fund. It will demonstrate how applicants can structure their responses to the questions and prompts described in the Full Review Funding Request Form and Instructions.

For GC8, the Health Product Management Template is not a required annex for the funding request application package. It can be initiated at the Funding Request stage by continuing PRs, as it is only available on-line in the grant-making module of the Partner Portal. If applicants follow the grant-ready funding request submission pathway it can be developed as an input to the grant-level detailed budget.

Funding Request Documents

  • Performance Framework

    • Performance Framework: shows what the funding request or grant is intended to achieve, how it will be measured, and the targets to be reached along the way. It is based on the Modular Framework which has been updated for GC8. The template for this annex is system-generated by the Global Fund and will be made available to applicants after the funding request is registered.

  • Detailed Budget

    • Detailed Budget: shows the cost of the interventions prioritized for Global Fund funding and is also structured on the Modular Framework. The document has been streamlined to request less information for each activity than in the past. The template for this annex is system-generated by the Global Fund and will be made available to applicants after the funding request is registered.

  • Programmatic Gap Tables

    • Programmatic Gap Tables: identify coverage gaps in countries by module and intervention and estimate the cost to fill the gaps. For Grant Cycle 8, the HIV and TB tables have been rebuilt to reduce duplication and improve alignment with the Funding Landscape Tables and the Prioritized Above Allocation Request. Applicants with allocations for malaria are asked to submit the RBM Partnership Malaria Gap Table (www.endmalaria.org).

  • Prioritized Above Allocation Request (PAAR)

    • Prioritized Above Allocation Request (PAAR): includes prioritized modules and interventions that would ideally be implemented alongside what is proposed in the funding request, if additional funding were to become available beyond the allocation amount. TRP-endorsed PAAR interventions are included on the Register of Unfunded Quality Demand. The template for this annex is system-generated by the Global Fund and will be made available to applicants after the funding request is registered.

  • Assessment of Equity, Human Rights, and Gender-related Barriers to Health Services

    • Assessment of Equity, Human Rights, and Gender-related Barriers to Health Services: includes analyses of how these different barriers impact access to health services. There is no standard format for this assessment and existing assessments can be submitted to meet the requirements, when applicable. This is a required annex for High Impact portfolios, and requested if available for Core and Focused portfolios.

  • National Strategic Plans

    • National Strategic Plans: are official documents which reflect national priorities and set the strategic direction for health programs. They can include the National Health Strategy, disease-specific plans, or plans for strengthening parts of the health and community systems. As a required part of all funding request application packages, they help ensure that the investments from the Global Fund reflect and reinforce country ownership.

  • Sustainability & Transition Documentation

    • Sustainability & Transition Documentation: shows how programs will be financed and managed at scale over time and how countries plan to transition from Global Fund support. Analyses of domestic financing, evidence of realization of past co-financing commitments, plans to track new co-financing commitments, transition readiness assessments, and transition workplans are all examples of documents which Core and High Impact applicants should submit, if available.

  • Transition Workplans

    • Transition workplans: outline the steps that countries will take to fully fund and manage the national response for the disease component transitioning from Global Fund financing. The Sustainability, Transition, and Co-financing Global Fund Guidance details what should be considered on the workplans, but there is not a standard template. This is a required annex for Focused Portfolios and should be submitted by Core and High Impact portfolios as a part of the Sustainability and Transition Documentation, if available.
