Eligibility & Allocations Archive

Whether a country or region is eligible for Global Fund support is determined by its income classification and disease burden, as detailed in the Global Fund’s Eligibility Policytélécharger en English ]. The policy is designed to ensure available resources are allocated to countries with the highest disease burden, the least economic capacity, and where key and vulnerable populations are disproportionately affected by the three diseases.

How eligibility is determined 

Eligibility is determined on an annual basis for each disease component (e.g. HIV/AIDS, Tuberculosis, and Malaria) for each country. The Eligibility List for each year reflects this determination. Two consecutive eligibility determinations are required for a component to be eligible for an allocation. If a country has no eligible components, they do not appear on the Eligibility List.  

Eligibility does not guarantee an allocation.

2025 Eligibility List

The 2025 eligibility list reflects the eligibility determinations for 2025 but does not determine which country components are eligible for an allocation for Grant Cycle 8 (2026-2028 allocation period). That list will be published in January 2026 and will be based upon the latest data. Eligibility does not guarantee a funding allocation.
