Grant-ready Funding Request

In Grant Cycle 8 (GC8), the Global Fund is introducing a new Funding Request submission pathway: the Grant-ready Funding Request, which allows countries to partly advance Grant-making into the Funding Request stage, making subsequent grant negotiations more efficient. Some of the benefits include:

  • CCMs can reappoint continuing PRs before the start of the Funding Request stage.
  • During this stage, CCMs delegate to reappointed PRs the preparation of detailed Performance Framework and Detailed Budget, who can complete and submit them to CCMs, through the Partner Portal Grant-making module.

It is essential for the CCM and PR Grant Entity Data to be up-to-date to ensure access (details below). CCMs nominating new PRs for one or more grants can follow the Classic Funding Request, as previous cycles. Early PR appointment remains recommended.

Health Product Management Template (HPMT)

Starting in GC8, the Health Product Management Template will be available as online form in the Partner Portal and is a requirement for Grant-making. CCMs that choose the “Grant-ready Funding Request” pathway can have PRs complete the HPMT during Funding Request stage.

PR staff with existing Editor and Submitter roles can access this form. PRs are encouraged to assign Editor and/or Submitter roles to additional PR staff (e.g. procurement specialists) to complete this form.

Grant Entity Data (GED)

CCMs and PRs are requested to review their respective GED to ensure it is accurate and up to date by early 2026. This ensures the right CCM members, consultants, and PR staff have access to online forms in the Partner Portal, the Global Fund online platform for document exchange, submission, and status tracking. In GC8, PRs can continue to complete Grant-making through the Partner Portal. For CCMs, a new Funding Request module in the Partner Portal allows them to download Funding Request forms and submit the completed Funding Request.

Grant Entity Data application has two roles that allow CCMs and PRs to manage the Funding Request and Grant-making documents:

  • Editor – can download and attach documents; and
  • Submitter – can download, attach and submit documents to the Global Fund.

CCMs are requested to verify that all CCM Admin Focal Points are accurately captured in the GED app by end of December, as they will automatically receive Submitter rights. Admin Focal Points can also add consultants involved in completing the Funding Request as a contact in GED; from mid-January the Admin Focal Points can also assign Editor or Submitter roles to any CCM contact captured in the GED module, so they have access to the Funding Request module.
