The Global Fund would like to sincerely thank all countries and implementing partners for the extraordinary efforts made in reprioritizing GC7 grant activities due to allocation reductions. We recognize that this may have involved challenging discussions and decisions, especially given the overall changes to the external financing landscape for global health programs. We are grateful for countries’ and implementing partners’ engagement and commitment to sharpen priorities and channel resources towards work that delivers the greatest value.
At the outset of this exercise, and after consultation between the Global Fund and countries, most of the anticipated revisions were registered as “budget revisions” following the Global Fund’s guidance on GC7 Mid-cycle Reprioritization and Revision [ download in English | Español | Français ]. However, the Global Fund has now identified instances where budget revisions from Principal Recipients contained deleted or added interventions, resulting in material changes that trigger a “programmatic scope revision”.
The Global Fund recognizes that changes to interventions do not always result in material changes to grants / disease programs. In that context, in order to ensure that revisions: (a) are completed in a timely manner to limit further impact on GC7 grant implementation; and (b) facilitate CCMs’ review of changes resulting in a material shift to the grant / disease program, we have introduced three key updates to this guidance [ download in English | Español | Français ]:
- More clearly define what is a “programmatic scope” change, which requires CCM no-objection/endorsement and a counter-signed implementation letter;
- An additional review by the Global Fund for any changes to human rights, community or gender equality interventions, to assess its potential effect on the grant / disease program; and
- An extension of the deadline for the completion of programmatic scope revisions to 7 October 2025.
These changes do not apply to portfolios that have gone through reprioritization during grant-making.
CCM review will still be required for material changes that impact programmatic scope; CCM visibility of all revisions (including budgetary revisions) is preserved through PR notification before submission and Global Fund system alerts through the process.
Finally, to help ensure that these revisions are completed on time, we ask Principal Recipients and CCMs still preparing a reprioritization revision to urgently submit your revised budgets for Global Fund review. We strongly encourage countries to proactively flag if there are any changes in interventions that could potentially contain material “programmatic scope” changes.
