Eligibility
Whether a country or region is eligible for Global Fund support is determined by its income classification and disease burden, as detailed in the Global Fund’s Eligibility Policy [ download in English ]. The policy is designed to ensure available resources are allocated to countries with the highest disease burden, the least economic capacity, and where key and vulnerable populations are disproportionately affected by the three diseases.
How Eligibility is Determined
Eligibility is determined on an annual basis for each disease component (e.g. HIV and AIDS, tuberculosis and malaria) for each country. The Eligibility List for each year reflects this determination. Two consecutive eligibility determinations are required for a component to be eligible for an allocation. If a country has no eligible components, they do not appear on the Eligibility List.
Eligibility does not guarantee a funding allocation.
2026 Eligibility List
The Global Fund 2026 Eligibility List identifies which country components are eligible to receive an allocation for Grant Cycle 8.
For a number of lower burden, higher income country components, GC8 will be the final country allocation. This is in line with the revised Sustainability, Transition and Co-financing policy [ download in English ], which allows the Secretariat to define accelerated transition timelines for country allocations in specific lower disease burden middle income countries (MIC).
Setting predictable timelines for transition supports advanced planning, enables the Global Fund to work with countries to properly shape investments to support full transition away from external financing, and enables resources to be utilized in lower-income parts of the portfolio.
