Country Dialogue is an inclusive and ongoing country-led consultation process that supports the Global Fund partnership in the design and implementation of grants to achieve the most impact. Country Dialogue allows stakeholders involved in the response or impacted by the three diseases to come together and share their insights and knowledge. They also review progress and challenges and discuss the best ways to combat the three diseases and build more resilient and sustainable systems for health (RSSH).
It is led by the Country Coordinating Mechanism (CCM), is country-owned and driven, and should include relevant stakeholders beyond the CCM, so they can have a voice in the response. Learn how to step up your participation in Country Dialogue.
The valuable input from these voices should then be reflected in the development and agreement of key priorities for investment from the Global Fund.
Country Dialogue takes place throughout the Global Fund grant cycle, including during funding request development, grant-making, and grant implementation.
Country Dialogue during Funding Request Development
Country dialogue during funding request development is focused on the prioritization of the allocation funding shared in the Allocation Letter, as well as the approach to programming and implementation. Country Dialogue during Grant-making
The CCM has an oversight responsibility throughout grant-making. During grant-making, the CCM, including community and civil society representatives, requires timely information on the status of grant negotiations and development of the grants.
It is a continuing expectation in Grant Cycle 8 that the CCM meets with the Principal Recipient before the grant negotiations are finalized, for the Principal Recipient to present on key elements of the grant and on plans for implementation led by community-based and -led organizations.
Country Dialogue during Grant Implementation:
During grant implementation, the CCM continues their oversight role and CCM members continue to engage with their constituencies.
